In my opinion they are super easy to et, ven if you are not paying attention to your stats. I learned I was this close to getting a rare Mag (unintentionally) at level 90 and obtained my Rati the same day at 110. And like Whiteninja explained in a way, the stats do not have to be perfect, like 5 and 10 stats.
