Some weapons have a reduction factor in their special.
Sabers, Handguns, etc. have a factor of 1.
Daggers, Twins, etc. have a factor of 2.
Shots, Slicers, Swords, Mechs, etc. have a factor of 3.
For paralysis, freeze, and confuse:
Odds of working = ((Raw Rate% - Enemy ESP)/Reduction Factor)
For instant-kill:
Odds of working = ((Raw Rate% - Enemy EDK)/Reduction Factor)
For fire, thunder:
Damage = ((Level - 1) + Raw Damage) * (100% - enemy EFR_or_ETH)
For HP, TP regen, EXP growth:
Max heal on each hit = ((Stat * Raw Rate)/Reduction Factor)
NOTE: These specials have a max total limit. In Ult, they are 120, 100, and 80, respectively.
For Demon's:
Always cuts HP by 75%. ~50% of success when it hits. (I don't know/care about Devil's.)

Some weapons have unreduced specials, ie. the reduction factor is 1, regardless of the weapon type. This includes all S-Ranks, and a few others like the Chain Sawd.
Androids in Ultimate have a 30% boost to the raw effects of the highest classes of freeze, confuse, paralysis, EXP steal, HP regen. Their Demon's cuts HP by only 45%. TP regen has no effect in any mode.
S-Rank Zalure is lv33 (PSOGC), S-Rank Jellen is lv17.
The S-Rank HP or TP regen works at about 1 per 5 seconds.
No one has ever figured out the shock effect of thunder attacks. It is only known that it only works on machine enemies. (I was once going to try, but... lazy.)
