BlueBurst is a PC only PSO, and I think it is online only. I think it's only in beta right now.

Very funny, but the word scam has much more negative connotations, besides, they are legitamitally selling something with something new in it.

I have no clue about BB. I think it is Japanese, but you may be able to do it, I don't know.

I don't think PSO+ is a scam because it is more of a very large patch. Plus, they do the exchange thing in Japan. It's only a scam if they trick you into buying it.
