That guide is just the recording of some drops/times by someone who's highest level character is about 120. I know they call it a hypothesis, but then people like you will post it on forums as if it is a working method. The inaccurate addition at the top about the amount of time spent playing adding to your chance of getting a drop voids the rest of their hypothesis imo.
Why would Sonic Team put in a system that meant even the rarest items in the game could be easily findable by setting your clock to a certain time? It would kill the rare item economy as much as duping has done because everyone would have every item they want. There is no way you can tell me that every item on that list will drop at the beat time given without fail. Of course if it doesn't drop, the maker would just claim that the beat time has a higher chance of the drop, but not a certain chance, however there is nothing in the game code to suggest that drop rates could vary due to something such as the beat time.
The Gamecube also has a clock, but also does not have a working beat time method like the one made by that person.

That is also incorrect. The rares you get will be the same ones because of random luck (not the stat) or because of their low rarity (which means they will tend to drop everytime you play).
There are much more in-depth attempts at beat-time theories made by more knowledgable players than the one you link to, but none of them have ever been proven to be accurate.
If you want to hunt an item, then find out what drops it at the best drop rate, find out which quest has the highest count of that enemy and do runs of that quest till it drops (or pipe it if it is a rare enemy drop and you don't want exp). The
time you are hunting it
does not matter.
