Both FS and SQ specials have a 100% chance of freezing targets, if it does not, it means that YOU missed, not the special.
I say FS is better over all, but SQ is nice online in areas with lots of monsters that like to form groups.
SQ is good if you're in a team, if you're playing solo, FS is better.
SQ without at least 30% hit is not very useful.

Agreed, for example if you're going to run West Tower Quest, I'd prefer the Shooter because Megid will be coming from all sides :$ :$ .
Of course there's nothing wrong with having both, so get a second frozen shooter. The Snow Queen requires more ATA anyway, so while you're leveling up get a 2nd shooter (a 3rd if you're worried about FSOD). When I made my first queen I was disappointed that I had essentially given up my Shooter. Having both is cool enough, especially if you're playing with other rangers and everyone has a Queen; Be selling ice cubes in Hell, you will.
My memory is often at fault, but I think that I've seen the word "MISS" which is the gun and not the player. Hell, I miss enough without the gun missing! (Ever notice that, more times than not, when you miss it's the enemy nearest you?)

Wrong. I have seen it hit several times and do damage with the special and then the enemy doesn't freeze. It happens very rarely, but if you watch closely, it DOES NOT always freeze. It almost always does though. You also can't freeze at all Nano Dragons for some reason (maybe because the fly and walk around)..... no matter how much you shoot them.
Both the FS and SQ will freeze you, but it rarely happens and you can break out of it in a second or less.
Too legit to quit.

No, trust me on that one, the special attack has a 100% success rate.
What you witnessed was probably lag, or ATA issue, definitely not the special missing.
If the special could miss, it would sure have happened to me at least once on my RAmarl, I have 1650 hours on Terra, I have never seen it happen once.
I also have a RAcast Lv 174 with 500 hours, a RAmar Lv 160 with 270 hours and a RAcaseal Lv 114 with 80 hours; I have never seen it happen, heh.

)im pretty sure the FS will freeze 99% of the time, if not it freezes you, and the SQ always freezes, no matter what.

Further investigation revealed this fact. From the Ragol item guide for the Snow queen:

Hmmm also note the ATA is the same. 51 year old memory failing :S

I prefer SQ because I play online alot, the novelty of being able to freeze yourself does wear thin.
