So we're looking at meaning 1 of robe and meaning 3 of dress. :S I'm not liking these definitions very much. I'll just say that the FOmars are very unique!

Lets call it an elongated battle suit! lol, it goes well with all the Forces' slightly fruity appearance. Some look like dresses, some look like robes, but they all look like elongated batle suits. lol

but i changed my costume once and i noticed that some look like dresses, and i know that robes have a thing down the middle that keeps together, like a bath robe

Mine looks awesome, I choose the black one on the first row so it doesn't look like a dress, also, I raise the height on mine so it doesn't drag the ground so mine really DOES look like a robe like it's supposed to.
