Phantasy Star Universe is intended to be a universally playable system. If they release it for X-box, 100 people in America, and 4 in Japan will be playing PSU.

Because X-box is historically the most universally un-friendly system in existence. Something of a hit in America, it completely bombed in Japan.

Well, aside from the fact that it's creation was offensive, it had no games that could apply to a general audience, let alone even good ones exclusive to it.
