I would like to know the drop rate on this item and what it drops from. I know I could get a Devil/Battle in v-hard mines, but I'd rather have the God/Battle. Thank you in advance for the help.

Good luck on getting a /Battle slot with a Skyly, because they cant find them! Well, they can get General/Battle, but they suck.
You need a Redria, and one fast.

Or to trade to someone who has a Redria!
 Not that it matters to me anymore... Oran finds it from Pouilly Slimes in the V Hard Caves.
Yellowboze and Bluefull get it from Dubchics in V Hard Mines

Okay that's where meh brother got it then. I had a Yellowboze a long time ago and we were playing Vhard-Mines and he got one. I did find a God/Arm in the V-hard Mines with my Skyly though.
