I do not know the drop rate, but you should be able to find one in Ultimate Mines off of a Sinow Red.

Final Impact is a great weapon, the fact that it's common in Viridia is good, it increases the odds of finding one with high %.

Heaven Punisher drops in all IDs, but it's only realistically findable in 3 IDs:
-Bluefull, from Forest Hildetorr at 1/205
-Purplenum, from Mericarol at 1/12 000ish
-Skyly, from Sinow Spigell at 1/22 000ish

In other IDs the drop ranges from 130 000 to 299 000, just forget it.

It's 1/190 000 in Viridia.

It is like the best legit gun in the game, at least in my opion. I think it is a handgun, which means hunters can use it.

Hunters cannot use it, and it's not such a good handgun, it has an impressive special, but not very powerful, nor useful.

If you want a Handgun specific to Rangers, Ruby Bullet is what you should hunt. Otherwise, Red Handgun is the best.

It's insanely rare, it has a bad special that barely deals damage in Ultimate, and only has average ATP as a handgun.

Yes that is true, Guld, Milla, Ruby Bullet, and Yasminkov 2000H are all better than Heaven Punisher. Red Handgun is decent as well. But if you get its special down at the right time, Heaven Punisher kills, though the lack in ATP is not made up with its special.

I think HP has more ATP that Yas2k, and Red Handgun is the most powerful handgun of your list.
