why can humars only use spells up to 15

I wish HUmars could use all techniques,as I have Grants Lv1 and Megid Lv1 but I have no use for them.

I am so freakin stuck on ULT. I'm on caves, but my HUmar is only level 70. I have to go back to V.Hard to level him up. :'(
