sounds good, but i see a problem, an army like that is high in points so you'd be outnumbered by everyone, who could swamp over you and win with weight of numbers

I managed to make exactly 100 creds worth of models with the 8 people I had... lucky...

Just design the basics... dont actually make any models for them...

its fairly simple for making a gang:

You get 1000 creds to start with...
Then you have to recruit and arm your men...
1 gang leader... (you basically)
Many gangers... (core)
Up to two heavys... (biggest guns)
And up to 50% of your gang as juves... (puney)
Potential return to glory with PSO2?

you allways get 1000... for stuff... at least... the cost of recruitment is same... but other houses get better or cheaper stuff than others...
