I believe it is with a gameshark so it is not very easy (plus I don't remember how).
PSO characters
G2- lvl 99 Greenill - RAmar
Zero- lvl 114 Redria - HUcast
Wren - lvl 82 Skyly - FOnewm

1) you belive your friend....never trust anyone....he's lieing...
2) Nintendo didn't own the rights of Sonic when this game was released so therefore, could be sued if they are on there...

Alright it turns out my friend was just being vague. Turns out that you cannot get the character but you can make it look as if you did. You just have to edit video together so that it looks like Toad.
PSO characters
