The Control Tower is a part of Episode II and is the very last part to the episode, in many ways after Olga Flow :S
However, it is only approachable through Control Tower Quests or at the end of Episode II Challenge Mode. Its not selectable as any other stage such as the Seabed and the Central Control Area.

Simple answers now;
1: No. Episode 2 C-Mode is available Online only.
2: No. There is no BGM Test for Ep3.

I take it you're not playing on PSO Plus, because that does actually have all the Episode II C-Mode and other goodness only online players could previously enjoy, but its only available in America & Japan if you're not from those plates.
Also, again, there is an Episode III BGM test so to speak, which is accessable at 100 meseta per song from the jukebox. However, you gotta play online to get to the lobbies which have the jukeboxes. Ever thought of playing online? lol

Can i use FreeLoader for my CUBE to load "plus" version?
Why SEGA didnt realise "plus" in Europe? Strange politics...

You can use freeloader to use plus from JP or US, but rather than getting a new Gamecube PSO, which isn't actually very different, why not look into Blue Burst? It's only online, but as it is on the PC, maybe it will be easier for you to get online with?
Hey, I can still..

Yes, Blue Burst maybe a better option, however if you're content with your existing Gamecube characters (And who wouldnt be? ^_^), you COULD import the US version of PSO Plus using a freeloader, but be warned it would be encoded for American gameplay (I.e. It'll only be available in 60Hz and to play online you'll need to buy an American Hunters License paying with US$). Also im not entirely sure your characters would work with the game, should have thought so though, it must do come to think of it... hmm...
SEGA never released PSO Plus in Europe because it wouldnt have been profitable enough. PSO has never had the kind of impact as it did when it first came out on SEGA Dreamcast, or as it does in America & defo Japan where there are more players to warrant the games re-release.
