The only 12 star weapons that are dropped I know are Psycho wand, and heavens punisher, so im guessing it could be a trick question, if it isnt then...

Im guessing Purplenum, psycho wand dropped from a mil, rare enemy and heavens punisher dropped by a Mericarol which is like a mini boss

They can all get 12 stars from regular monsters:

Virdia - Heaven's Pwnager, S-Red
Greenill, Skyly, Redria - Sorcerer, Psycho Wand
Bluefull - Psycho Wand, Delbiter
Purplenum - Heaven's Pwnager, Mericarol
Pinkal - Psycho Wand, S-Zele
Oran - Psycho Wand, Gibbles
Yellowboze - Heaven's Pwnager, C-Assassin
Whitill - Heaven's Pwnager, S-Blue

I only gave one example each, but all 10 ID's are there.

These three ID's would be usefull to have for some Halloween pranks.

What ID(s) have no 12 star drops from regular monsters ?

No ID's have no 12 star drops from regular monsters. They all have atleast 1 (either the Heaven's Punisher or Psycho Wand).

Non-regular monsters are Pals, Als, Nars, Mil, Blues, Torrs, and Red Slimes. Only Purplenum and Bluefull can get 12 stars from them. (The Agito 1975 is the drop for Pinkal and Whitill and it's only 11 stars untill its Orotiagitofied.)

My question is correct, I said 12 star drops, not 12 star items.
