why can humars only use spells up to 15

this wasnt about how HUmars suck (no need to say that everyone knows), this wasnt about how HUnewearls are better, its about making, a HUmar semi decent at lower levels

actuallly this thread was about why HUmars can only go up to lvl 15 spells. Your a bit confused.
