why can humars only use spells up to 15

Yes, we have stated that many a time. And what's this about HUnewearls not having decent wepons? Sure we can't use a Zanba.....and a Stag Cutlery... wow....when we can use: Nei's Claw(real) Heart of Poumn (Which I just got and in Ep1 is my main wepon, Red Sword with the female animation, and pretty much everything else we can use.
