You shoul see the photon drop DE.
Its isn't a rare technically, but amongst the tool items its best drop is like 0.8% !

... (Ultimate only, it drops as low as 0.15%!)

and remember, thats amongst tool items, so to that you have to add what the likelyhood is of a tool dropping at all!
