There is an item (get online) called the Black Ring that requires a Photon Sphere (or was it 2?) and for you to do some other things (for some reason, I'm thinking TTF, but I not quite sure)..... I don't quite know, but I've read some things about it.

You can use PD's to raise %'s on weapons, but that's very ineffective.

Please rephrase what you said before... I think you made both Buddah and I think you were talking about duping, when you might not have been.

10/5/15/0/0, you can put the weapon like this 20/15/25/0/0.......inefective, try to reach the ultimate mode with negative % and say inefective....

It seems to me as though you play either DC or PCv2, correct?

whiteninja is talking about v3 (GC/Xbox) here. %s were changed for v3. Now, it is impossible to find a weapon with negative %s unless you tek a weapon with 5% on an attribute to -5%, and why you'd want to do that I don't know.

In addition, %s work differently on v3. On v1 and v2, the maximum % you could get was 60%, but percents boosted your whole ATP against that attribute. On v3, %s have a max of 100 but boost only the ATP of the weapon.

Oh, and Ultimate on GC/Xbox/BB is far, far easier than on DC - i.e it isn't insanely unbalanced. So yeah, for the amount of PDs you need as well as the fact that percents don't matter so much now, I'd say it was pretty ineffective as well.
