I think to do it, first you need to beat (first 3 quests, Secret Delivery) Doc's Secret Plan, and then you go to (first 3, Secret Delivery, Dr. Osto's Research) Unsealed Door and talk to Montague (near Prinicpals office).

To sum it up, complete all quests, then go and do UNSEALED DOOR and speak to Dr. Montague. He's stood next to the Principal's teleporter.
