WEAPONS side quest

As you play through the offline quests, you encounter people from the group called WEAPONS. Can you ever meet their leader? Can you get any rare weapons from doing so?

Here is a picture for alle Side Story Quest ppl have to clear to earn Flying Pan and Soul Eater
