I dont know the answer to your first question but no it does not seal automaticlly when youre done with the kills a option will come up that says "use" but you dont have to.

It's unreduced Hell. The same as an S-Rank Sword with the Hell special, only the S-Rank is alot stronger.

Why is this in the trade section though? This is in the wrong place and it is rather spammish.

Nyra, you can't hack to increase the droprates. So you can't make the drop a 97% chance from it's 1/12604. The way hackers get their hacked weapons is by editing what's in their check room, not by increasing odds.

If your SJS is really legit it should have a kill counter on that keeps track of kills, I do not think this is reset at any point once you start trying to unseal it.

Just because he says it's legit doesn't mean it really is.
Also, how would he know he killed exactly 43,000 monsters? Unless he counted each one...which would take forever, then he must have just said a random number.
Also, TJS is not banned from being unsealed.
