Not quite because:
A) there must now be more dupes then starving people and
B) people refuse to be helped...
What you are trying to do is a good thing but once some hackers get wind of this I know they will go out of their way to do the opposite, you may even make the situation worse. Also, it means you have to risk online on your GC characters.

If i could get back online on my GC i would, and i have a loads of old friends Guild cards who use dupes and hacks, i'm not too sure if most of them play it still or not but i have enough stuff on my GC chars to offer those people worthwhile legitimate items for their dupes etc.
and your right Anti, theres a chance things could come off worse, tis why we must be careful.

Simple solution to not risking your good characters' necks:
- take one of your memory cards that doesn't have PSO data on it
- make a dummy character on it (you may want to level him a bit so you can play in Normal or Hard online)
- dump a bunch of 9/10-star weapons onto him from your main memory cards
- use him to trade dupes for legits
- that way if you corrupt, no biggie, there was nothing of any major value on the card
- if you get FSOD'd, well then you lost any dupes you had on you at the time so atleast it saves you the time of having to delete them yourself

I hack, I always will and I think it's quite fun. I'm just offering my perspective on this situation you seem to have. I'm not a whiny bitchy legit who thinks all cheating is bad and it should be stopped. I'm sure not everyone on this site is, but the point is that you can't stop cheating on pso. Sega has proven time and time again that though they are fully capable of putting a damper in what we do, they can't really stop us unless they choose to.

nevertheless we can still try, no one said we were gonna try and stop it, i think everyone here knows it cant be stopped that easily, and especially by us, but theres no harm in stopping a few people while we can.

See, even though some people are content with playing with dupes/hacks, alot of the newbies don't know that they have dupes/hacks. Really, there are alot of people who would prefer to play legit if they actually knew there was a difference. But since when a newbie starts PSO online, they don't know that that 12-star gift the nice guy just gave them was a hack/dupe. So, if the person would prefer to play with hacks/dupes, then fine, their choice, but alot of people say that can get boring...

I meant to actually affect 3 or 4 people out of the 80 that actually play still.
