What exactly are you asking? I dont quite understand the question.
Ive seen alot of online work where people have done B&W, Pencil, Watercolor, etc... and touched them up using a graphics prog. I was just wondering what people had used so I can touch up and maybe give my work some depth.

I'd say check out The GIMP (
http://www.gimp.org) and Photoshop (
http://www.adobe.com), the gimp is free, but Photoshop will cost you a pretty penny

There's also Paint Shop Pro, which is as good as Photoshop. I got PSP 8, but it had too many useless features that I had to do an awful lot of clicking just to get to simple functions, so I went back to using use the Evaluation version of PSP 5

Yes paint is good, but if you work on a drawing for too long your eyes start to bleed ^_^ I have experience with that...than eventually the colors start to blend together and you can't differentiate between them...
I recently edited my Ragol.co.uk Avatar, and I would like to thank the original artist(whoever it may be) for giving me something to edit ^_^
