A bit, but not really. You're in a big world together with everyone (no lobbies) and you choose powersets and you get more powers from the sets as you level up. Also, you can go up high in the city so it's more 3D.

A fair few people play Gamecube PSO still, it's never too late really for as long as they're online, there will always be bsuy Japanese servers at least! XD

Blue Burst is out for PC, and it's free to download, so why not have a little look at that too? http://psobb.com. IMHO though, i'd stick with Gamecube PSO And as faulkie has said, PSU isn't out until early next year, so plenty of PSO time left!
