It's not just not legit (like a dupe) it's a hack.
I can see what the guy must have done, you can edit the RGB colour of weapons if you know how, it's all down to how PSO stores item data I think.
It doesn't say:
Player has 1x saber in inventory
It takes it down more like:
Player has 1x item in inventory that:
uses basic saber mesh/model
uses basic saber textures
uses a blade effect with the RGB colours of R:x G:x B:x (where each x = a number between 0 and 255 I think)
uses the basic saber animation
Weapon has a rareness of 0
Weapon is named "saber"
Weapon IS tekked
So, you can see that above if someone used an AR to edit the weapon in their inventory, they cour just set each RGB colour to "0" to make a black bladed weapon, edit the name to whatever they wanted and make it look un-tekked (blue writing) even though it already has a name. Because it is no longer called "special weapon" the tekker will not 'tek' it.
In actuality PSO may use slightly different coding to what I have stated, for one thing it would be encrypted and encoded so thats why you need the AR to weapon mod I guess. And thinking about it, I'm not sure if it uses RGB colour or is all done in some kind of hex (in which case to get a black blade you would need the number "000000")
It's because the blades of most basic looking weapons are more special effect than a textured model that weapon modding is possible. Of course, looking at the saber you can see the handle is a textured model, so I guess you wouldn't be able to mod that. You might be able to mix and match different weapon sections, though I'm not sure on that.
