There is no weapon in EpIV that is more efficient than a Berserk Needle.
Demon's Needle is a weapon for sissies.
Several EpIV items are very high-end equipment, but you can find about the same in v3, sometimes even better.

Daylight Scar: ok, well, you win that one >_> unless you really don't like using Berserk, this weapon is unbeatable. The closest you can have are Black King Bar for Hunters and S-Rank Twin (with Berserk, obviously) for Rangers, but Daylight Scar still owns them pretty badly.

Excalibur: probably the best weapon in the game, but mainly because 11 classes can use it. It's nice to have 900 ATP, 60 ATA and Berserk, but it can only hit three targets and has limited range. It's an excellent weapon for melee Forces, because they barely get a better total damage output, even if their ATA means no Berserk; and Rangers, because they use Berserk on it a lot. Excalibur on a Hunter is so-so, they get better damage dealing from S-Rank Sword, Zanba or Yunchang, not to mention better crowd control.

Cannon Rouge: An ugly overpowered NUG2000-Bazooka. Bazookas suck, and despite the amazing stats, so does this one.

Clio: Crappy weapon, despite the rarity.

Flamberge: S-Rank Saber/Axe with Spirit.

Flapjack Flapper: Excellent pair of daggers, ATP of Lavis Blade, but 5 more ATA and a much better special, but the damage output won't exceed S-Rank Twin (with Gush, then) by much, and more classes can use the latter.

Glide Divine: The cheap Force weapon, doubles the range of Jellen and Zalure (lol, laziness), increases all resistances by 15 (good for PW#4, Desert, etc.), and refills your TP once in a while. No v3 weapon compares to this one, but just having a Glide Divine won't make you a good support Force. Forces are weak, so a weapon which strengthen them is more than welcome.

Heaven Striker: pwns the ATP of Yasminkov 3000R, has rifle range, but the faster handgun animation, the special is an auto-aiming Berserk... ok, this weapon is good, but it's so good that using it in teams is frowned-upon, especially if the area you're in doesn't justify resorting to such a slaughtering weapon. In spite of such devastating power, Heaven Striker isn't more useful than Frozen Shooter. Try using Heaven Striker in PW#4, it will be very short. Bringer's Rifle is better than Heaven Striker in quite a few situations, too.

Jizai: This weapon isn't better than Sange & Yasha, it just depends if you would rather have Gush or Hell.

Kusanagi: S-Rank Saber/Axe with Demon's.

Mille Marteaux: Guld Milla is clearly better.

Ophélie Seize: nothing particularly amazing with this weapon, it's a very good handgun, but nothing that amazing.

Principal's Gift Parasol: as a weapon, Charge Gungnir is better; as a support item, no other compares, but since males cannot equip it and boosting the range of S/D is useless, I rank Marina's Bag as a better support item (doesn't require ATP).

Rage de Feu: now that this weapon is an easy drop, it makes it very good. ATP near Guld Milla, ATA higher by 10, but crappy special. The closer you can have on v3 is S-Rank Mechgun with a good special, because the only mechgun on v3 that has comparable ATP is Guld Milla, which is much rarer. But honestly, I like having a good special on my mechguns, so even on BB, I'd use S-Rank Mechs over Rage de Feu.

Siren Glass Hammer: simply a bad weapon, despite the cool looks.

Slicer of Fanatic: awesome ATP slicer, usable by all 12 classes, excellent special (unreduced Demon's), but only hits three targets. Since Demon's isn't related to your ATP, an S-Rank Slicer with Demon's is better, hitting four targets.

Vivienne: only good for FOmarls, really. HUnewearls and RAmarls get much better one-on-one weapons (Daylight Scar, Black King Bar, S-Rank Twin, S-Rank Swords, Sange & Yasha, Jizai, etc.), HUcaseals and RAcaseals have no use for the special. But it's nice to have a weapon more powerful than Double Cannon which isn't as rare (usable by Forces and Rangers, too).

Yunchang: good special and ATA, but the ATP is the same as Soul Banish or S-Rank Scythe, and lower than S-Rank Partisan. Zanba is as good as this partisan, Zanba with hit% owns it. Good for female Hunters, I guess.

Black Hound Cuirass: the excellent DFP is mainly good in Desert, which is irrelevant to v3. The resistances are horrid, which makes it a "lol, no" armour in EpII. The loss in EVP is only acceptable on HUcast, really. Still a good frame, of course, but I would never use mine in EpI or EpII, so v3 doesn't need it.

Blue Odoshi Violet Nimaidou: this frame with amazingly high EVP but so-so DFP is good for its boost to Sange & Yasha more than for its built-in Heavenly/Battle, there are better Hunter frames out there.

Congeal Cloak: not very useful frame.

Crimson Coat: overpowered armour, the slightly lower DFP is the only drawback, which is a good thing, everything else about this frame is above excellent.

Cursed Cloak: better than Demonic Fork, IMO, but expendable.

Gratia: "lol, resistances" shield, with still excellent DFP and good EVP. The bonus to the Yasminkov weapons is 100% useless, so you could consider some shields (Ranger Wall, S-Parts ver2.01) more useful.

Ignition Cloak: not very useful frame.

Lieutenant Mantle: cheap on Forces, this frame should not be such an easy drop.

MOTHER Garb+: extremely overrated frame, it's not very good at all.

Regenerate Gear B.P.: not a bad shield, but the regenerative power is clearly worse than that of Regenerate Gear Advanced.

Rupika: the Shifta boost is useless, this barrier is good for being a Light Relief (25 EDK) with good stats. I rank most v3 rare shields above that one, though (Standstill Shield, Secure Feet, Kasami Bracer, Tripolic Shield, Rico's Earring and more).

Select Cloak: not very useful frame, maybe spamming Forest of Sorrow with a tech Force ;s

Striker Plus: simply a bad shield.

Sweetheart: pales in comparison to most EpIV frames; compared to v3 frames, it doesn't look that superior.

Tempest Cloak: not very useful frame.

Tripolic Reflector: not better than v3 shields.

Yata Mirror: not a very good barrier.

Adept: most overrated item in PSO history, there are quite a few better units.

Centurion/Ability: obviously unbeatable on v3.

Heavenly/Ability: kinda useless.

Heavenly/Arms: very good unit for low-level chars.

Heavenly/Battle: obviously better.

Heavenly/Body/Legs/Luck/Mind/Power: not noticeably better.

Proof of Sword-Saint: very good Hunter unit, only drawback is that you have to use paired swords.

V101: excessively good unit, unmatched but rare.

V501/V502: excellent units, bring a new aspect to PSO.

V801: new kind of bonus, but not very useful.
As you can see, the weapons are a lot less cheap than the frames, barriers and units =/
