That's SEGA's strategy for you! In PSU especially, of course the online play is more packed with stuffers than offline! Offline is fun though, so enjoy the adorable MAGs!

Indeed, it has always been ST's style to cheat players out of their money each month by not releasing their promised content on time -or ever. Take my advice, seek out new servers; don't waste your money on ST.

Since you're offline... likely Deva since it actually gets you some Shifta and Deband... but if you have the Shifta and Deband Photon Blast... then either works just fine. XD
