You might manage...back on my old computer I managed to play on an Intel Pentium 4 at 1.80 ghz with 512 of ram and a 16mb video card and on dial up..
Mind you it's a very crappy experience but at least you're playing... Back on page 1, someone (I forget who) mentioned that BB and Xbox PSO will be the only ones with official support. I find a flaw in your usage of the word 'support.' The Xbox has been stuck on Christmas for over a year. I may be able to play it, but there is no 'support' to speak of.
There are only about 50 people that still play it, and most of them hack, so it's not really worth it. Not to mention that Sega is probably about to pull the plug on it too. (DISCLAIMER: This is only my theory.)

PSO+ for the Gamecube allowed you to play the Control Tower areas offline... but it was a pain to unlock them. XD The Control Towers were also fully available online for both Gamecube versions.
