with the demonic fork it says megid penitration does that mean megid always hits?

no, it means the megid goes trou the enemy, if you hapen to fight a line of 4 enemys, if you cast megid, it will go trou all 4 enemys, so it is possible to kill all of them in 1 cast.

chance of enemy dieing to megid still depends on enemy stat EDK (resistance to dark)
