Nah, on Scht you can find them reasonably easy. At least on BB you can. Not sure about on GC, but I doubt it's that much.

Bmil, do you even need PDs. Now whats that big blue Mag that looks like Garuda or Kama?

Nah, I found out it was Agastya, which I had two of at one time. ( Now I'm using Tellusis)

To create Tellusis, you use Dragon Scale on a Kama. Dragon Scale only drops from boxes in ep.4, so yes, Blue Burst only.
