oh god, i know how! Its through a certain quest, but i think you need to complete white day first. Hold on ill check.
EDIT: I remembered right, its actually TTF-http://pso-world.com/sections.php?op=viewarticle&artid=1325. Go down to the minigame segment and it tells you how to play as the dragon. Sounds fun =3
