Does the NTSC-J version have english language?

And the Card Revolution? Does it have too?

EDIT:

Phantasy Star Online Episode I & II Plus NTSC-J has the language setting under the options menu. You can play it in japanese, english, spanish, french and german.
Phantasy Star Online Episode III C.A.R.D. Revolution DOES NOT have the language setting. You can only play in japanese.
