Can you get a Hunter's License with a pre-owned game?

I just bought Phantasy Star Online: Episode I & II for Game Cube today. I purchased it pre-owned, however. When I eventually purchase a Hunter's License to go online, will I be billed for the last owner's license? Or will I be able to go online at all, considering the License has already been used once? I know in Final Fantasy XI, once you get an account, no one else can ever use that copy of the game. If this is the case, then I would greatly appreciate a swift response so that I may return my copy and get a new one instead.

If the game has already been registered online then there is no way you can play the game online. You cannot register a game that's alredy been registered. The only way to play online is to get the previous user's User Name and Password to their account. SEGA will not help you in this matter as various other forum users here have asked them and said there's nothing they can do as it's a risk of security.

Always buy the game new, it's the best way!
