PSO+ Question...

Does Gallon's Shop exist in PSO+? I know that Central Dome Fire Swirl does, and West Tower, East Tower, and Seat of The Heart do, but Gallon's Shop doesn't appear to. Is there some way that I have to unlock it or something?

I'm not sure since I don't own PSO Plus. I am guessing that its still online only. That way, people will be sways to go online a few times to get items . Plus, Sonic Team upgrades Galon's Shop items so I'm thinking it has to be online only .

PSO plus contains all of the features of episode 1 and 2, and only contains additions. I believe that offline gallons shop would exist, and I know for certain that gallons shop exists online on plus. Who knows, offline you may indeed have to unlock it by doing all of the quests available to you at the time being.

I've done that, but it hasn't showed up.

If you did everything and it's not there, it's probably online.

Gallons Shop is an online only quest, even for pso+.

Possibly to prevent people hacking the game offline, plus probably another scam to get you online, heh. I mean in all reality if they didn't get you online, it wouldn't really benefit sega all that much, would it? I would expect something like that.
