no, there's also a bunch of quests with Sue and/or Bernie with them. in those, you have to talk to Sue first (if possible), then Bernie (if possible). you also have to speak to them until they disappear or start repeating themselves.

Tidbit of information: Donoph Baz is actually the rightiful owner of the rare DB's Saber, Shield, and Armor. Just wanted to let you guys know that, so maybe he would be worth some more respect. I personally think he's one of the most awesome NPC's.
