My god, it's so simple. Say you have a friend who has a better weapon shop than you. You give him Meseta so he buys the weapon for you, and you level up until you can use it.
(example: I have enough meseta for a mechgun+4, but it's not in my shop; it's in my friends. So I give him meseta, and he buys it and give it to me)
