I am gonna do challenge mode offline (need to go online!) and can u get s ranks offline or do u need to be online?

Yes, I think you are able to get the same ones as online, except theres an extra like Akkikos Wok. (The ladle piece of the daggers) There could be more, but I could be wrong!

NOTE: Challenge mode offline requires multiple players. Just so you don't get as surprised as I do! :bandit:

Can you name the weapons like S-Rank Twins? I think you can, but im not sure. Also, would you recommend the Samba Maracas? Ive heard they are really crap compared to most weapons.

Yeah, you can name S-Rank weapons, maximum of 8 letters, no punctuation or numbers whatsoever.

Also, would you recommend the Samba Maracas?

Not really, all offline S-Rank prizes kinda suck. Only two that might be worth it are Chameleon Scyhte for its special or Crazy Tune, I suggest you just go for looks, as they are more decorative weapons.
