Where is Bernie in waterfall tears?

Im looking for him but hes not on the map. Im going for the ragol ring so i kinda have to find him I did everything so far I told Sue my name I talked to Sue in Unsealed Door and i talked to Bernie in Unsealed door did i do something wrong?

Look at the Area Map. Zoom out, and I think you scroll up to see him. If you can't see an arrow then you did something wrong... that is if he's on that map. I'm not sure if in one quest they were on the next level or not.... maybe someone who's done it recently can help more.
