If it were true, it wouldn't be some 9-star, uber common partisan. It's just a description made to trick you into using it.

it would be cool if they made it so that....
after every...i dont know...100 enemies... you gain two atp or something... that would be awesome... you use it long enough and viola... best weapon in the game..!

Before I got PSO+, I had the regular PSO, and I got a bazillion Gae Bolgs while trying to get a Gi-Gue Bazooka (Pinkal), they were a really easy drop from Gees and that's all that's on the Seaside. I got the Bazooka after buying PSO+.
