I suppose you meen ONLINE, you can't get it offline. (I suppose you can get it offline in pso+)
i own plus and could attempt to get it but no one has posted the specifics of how you go about it yet

In Episode 1&2 you can only get it online in the quest Seat of the Heart.
PSO+ is the same as Epsiode 1&2 except it have some of the online quests offline. If you get it^^
