Well to start quests, you select it at the map selection place in Episode III games... however Sonic Team never have them up anymore. The last time there was an Episode III online quest was... last June? Ive never played any online quests unfortunately

This particular quest however is a download quest. You can access it for download only when you complete the quest 'Blue Star Memories' on Episodes I & II. Blue Star Memories is a fantastic quest and tells of how Episode II truely ends, and how Episode III starts. To download the quest you need a couple of blocks free on a Memory Card aswell and you play it offline after successfully downloading it.

Are they event cards or something?

I'm sure that's the only way to get them.

They are indeed event cards.

Clippen is got from having a certain save file on your memory card, and then using a machine in game to search your memory card for these files, and you get a bonus card for it. The save file needed for Clippen is Billy Hatcher.

Richie is gotten from getting all Monster cards I think.
