Like you said, there are only two 12 star items that drop in the game, PW and HP, they only drop in Ultimate, for all IDs.

I really helped you there, since they all find PW and HP, the answer is something different, use my charts, it may help you.

Well t3h sicko wand is dropped with a rate of 1/12604, this isnt as rare as it would be from the same enemy but on viridia 1/131072, making it not as hard of a drop

t3h heavens pwnager is from a rare monster which isnt a "regular" one

Edit: I actually think I'm right, although I couldn't explain it very well

but i do think that bluefulll is the best answer
