I've recently returned to PSO from a long absence (since DCv.2) . . . and I miss my favorite weapon. You guessed it. That lovely specimen torn directly from Panzer Dragoon: The Heaven's Punisher.
I was "given" my previous copy so I have no idea how to get one for myself. I'd like to get a new one ASAP (recognizing that soon is a relative term). What section ID has the best chance of finding this weapon in Version 1? What section ID has the best chance of finding this weapon anywhere? Any help is appreciated.

Screw that too, just settle for a Red Handgun. Strongest Handgun when grinded (excluding the S-Rank Snarf Gun), and it's common enough to hunt with a hit. If you wan't a cool handgun, then go for a Yas 2000H, not as strong, but bloody cooler (it has this shnazzy laser targeter even).
If someone gave you a Heaven's Pwnager, then they were either going through some sort of crazy high at the time, or they hacked it. (The latter is more likely, but I wouldn't rule the first one out either.

The Heaven's Punisher is a long-term goal. No sense in getting too hopeful about it. I did check out the item's database and I found this interesting info:
Blueful finds it ~1/204 from Hildetor's (Ult forest)
and my current ID. . .
Greenil finds it ~1/131072 from Delbiter (Ult seabed)
I've seen one Hildeblue so far (playing PSO:BB) in 2 runs through forest of sorrow. So, the drop odds are higher for a hildetor, but I don't find them very often. Conversely, the drop odds are very poor (though not the poorest) against Delbiters but they're regular monsters (perhaps even as common as dimenians in the ruins?).
If y'all had a choice, which of these two routes would you follow to get your very own Heaven's Punisher?
Without a shadow of a doubt, I'd go for the Hildetorrs. You can pipe them relatively easily in Forest of Sorrow, and that would be far easier than going for Delbiters. You'd also be able to do runs quicker, should you choose to go that route.
Either way, you're going to need patience. I wish you luck, you probably will need it.

Nowhere near as common, I may be wrong but I would compare them more to Chaos Bringers in Ruins in terms of how common they are.
Well if you calculate the rare enemy appearance rate (1/512) and the HP's droprate (1/205), then it comes out to about 1/105,000 Hildelts will be a HP-dropping Hildeltorr. So that's better odds then the Delbiter, and you can pipe them too..... But piping is sooo boring.....
