No, the bar has no influence on the stat.
All figures are rounded down in PSO, but, there is one thing we do not see about statistics, decimals. They are here, but they just won't show.
So that's why sometimes, if your mag has 49 DEX, it will give you 24 or 25 ATA, depending on what your ATA is, with decimals.
If you have 157.3 ATA, it will boost your ATA by 24, but if you have 158.6 ATA, it will boost ATA by 25.
Did that make sense ?
Gain a Lv, the rounded "up" number should be rounded "down" after you Lv (well not necessarily, but there's a good chance it will).
