Section ID generally has nothing to do with how many rares you get - just what rares you get. Purplenum is good for mechs, for example. You'll get Photon Drops irrespective of ID though, with the same drop rates for all IDs.
Luck doesn't affect Megid at all - the only things that do are EDK, and Megid level.
