I really have no idea. Of course I wouldn't be surprised if Kefka locked this thread for "lying" (¬_¬), but personally I think something is controlling the rare drops, whether intentionally or unintentionally on ST's part. Beat-time theory, though technically disproven (so many will tell you), was more of an "unintentional" theory.
One friend of mine believes (or used to, anyway; he doesn't play much anymore) in lucky days for IDs... one day is a greenill day, the next a skyly day, etc... this theory didn't seem to work when I tried it. However, there do seem to be lucky days where you can't stop tripping over 9-stars, and eventually you find a nice new item that day too. There also seem to be "mat and grinder days" where you just find a ton of these items. As for rappies, sometimes when I see a LOT of King Rappies, sometimes I see a Pal Rappy shortly before/after.
What's behind it? Hard to say. Calendar date, beat time, some combination of the two... *shrug*
