Depends on the ATA of the weapon. If you have a good, accurate weapon the best combo is N-H-H (normal-hard-hard) except perhaps in cmode, where many would tell you to do normal-hard and then stop). N-H-S (special) is good for an appropriate weapon... or possibly even N-S-S for certain weapons (ones with hit, for example). With some weps you can switch the order around a bit... I have a Frozen Shooter with 35 hit, and I usually do S-H-H... at this point the enemy should be frozen and I can keep blasting away with H-H-H combos (with the occasional re-freezing shot, or I could even do S-S-S because the FS's special does hard-attack damage) until the hunters in the party kill it.
With mechs it might be easier to do N-N-H depending on your ATA... most rangers at a good level have no problem pulling off perfect N-H-H combos with a mechgun, but hunters usually have a bit of a problem there. So if your second hit is a hard hit and the shots aren't connecting, try switching to N-N-H. As for a saber-type weapons against mine enemies, N-H-H might work unless the Gillchic falls too far away from you to connect with the second hit, at which point you should try N-N-H. Dunno. Usually I try to take them out in groups with a slicer, partisan, shot or technique (depending on class). Slicers work nicely on Gillchics, IMO.
