It is not certain rare monster drop rates will be affected.

I'm sure someone (pbsaffran?) from the official boards stated a rumour that the way the drop rate increases work is that the server checks the drop x number of times (so for a 5x drop rate increase it would check for a rare drop 5 times against the normal droprate), and if a rare drop comes up on any of the checks you will get the drop.

If this is true, and of course I have no idea of it's validity, a 1/2 rare monster drop would become 3/4 with a 2x rare drop increase and 31/32 with a 5x drop rate increase (if my maths is correct).

This is only one theory though, and it wouldn't surprise me to see rare monster drop rates unaffected.
