You can play anywhere with a computer... but... What's so bad about having memory cards? You can play them on any GameCube as long as you have the PSO disk... and if you are going to a friend's house to play PSO or something, that is likey. And on that same matter, BB doesn't allow you to do any sort of offline multiplayer with your friends... You HAVE to be at seperate computers, and that means probably in seperate houses - unless you lug 4 computers over and hook them to a router... but then you have uber lag anyway.
Then again, I figure, since I started PSO 16 months ago ( :O ) I have spent a little maybe about $12 a month on it... and I believe the BB HL only costs $8.95/mo (though it may be more, I don't quite know), so really it's cheaper... Yet, I do have EP3 because of it, and six 1337 characters, and the ability to easily hand off items between them.
