Hit Materials were removed because Materials are now limited, so you must plan carefully if you don't want to screw up. Forcing us to boost ATA via MAGs or units is a very good idea, it favours a tactical aspect of the game, making it immensely better than ver2.
Bosses giving good experience is the least we could expect, Lv 200 still takes from 800 to 1200 hours, I see no reason to complain.
The stats of the weapons on ver3 are a lot more balanced, and most enemy parts weapons have high stats, hence why they don't need to have % (but you can add them yourself via Gallon's Shop, anyway).
You cannot have negative Photon Attributes simply because it was a very stupid idea to begin with, imagine finding an excessively rare weapon that you have been hunting for months, and it comes with negative PA, how would you feel?
Also, PA in ver3 don't work the same way as in ver2 at all.
